The European Zero Emission Bus Conference at Busworld Europe 2025 will again bring together transport operators & authorities, policymakers, manufacturers, and industry experts to discuss the decarbonisation of private and public transport. Taking place at Brussels Expo from the 7th to the 9th of October 2025, the conference will involve over 500 exhibitors, including the world’s 80 biggest bus manufacturers, and a range of expert speakers providing lessons learned, best practices and experts’ insights. Building on the feedback from ZEB 2023, ZEB 2025 will offer more in-depth technical content than ever before.
The ZEB 2025 programme is designed to give bus and coach operators, public transport authorities, and local policymakers a complete overview of the considerations for deploying zero emissions fleets at scale. The need for decarbonised transport systems is more pressing than ever in the global transition to a low carbon economy, and the role of zero emission transport in tackling climate change, reducing pollution, and providing effective and efficient transport, cannot be overstated. Research into the zero-emission bus (ZEB) sector draws attention to how financial, infrastructural and institutional barriers have the potential to hinder large scale deployment of zero emission fleets. It is challenges like these that the ZEB conference agenda will aim to address, as we provide a forum for stakeholders to share their knowledge based on their experience of ZEB deployment.
1. The development of ZEB in a supportive policy environment
Despite key challenges facing ZEB deployment, the sector has been evolving rapidly. The impact of environmental and social drivers is key, as is that of a supportive policy environment. The past decade has seen numerous global and national policies support the deployment of ZEBs through a range of targeted legislation, incentives and pilot projects. During our opening plenary session at the ZEB Conference, expert speakers will reflect on the following: ‘Shaping the Future: Zero Emission Bus Market Trends and Policy Support’. This session will focus on the status of the European ZEB sector, review EU measures that facilitate bus decarbonisation, and assess how deployment is progressing relative to EU targets. We will also consider which regional bus routes in Europe are hardest to electrify, discuss when hydrogen can become competitive and why decisions are not always based on cost alone.
2. The need for in-depth discussions
Following ZEB 2023, we listened to participants’ feedback about incorporating even more technical discussions. One of our key sessions will reflect upon ‘Organisational Change and Real-World Performance of Zero Emission Buses’. Exploring insights into battery and fuel cell buses’ performance and strategy, drawn from operational experience, including analysis of performance metrics, and considerations in strategic decision-making in ZEB selection. In addition, for the first time, the ZEB conference will complement the plenary sessions with interactive breakout sessions. These will facilitate more in-depth discussions and address key questions about the opportunities and challenges associated with battery and fuel cell buses.
3. Addressing infrastructural challenges
To ensure the successful deployment of zero emissions fleets at scale, infrastructural challenges need to be addressed. Uncertainties associated with ZEB infrastructure, such as maintenance costs, operational performance, and charging infrastructure, have also impacted the deployment of ZEB fleets at scale. ZEB will aim to address these complexities, with our breakout sessions providing the perfect forum for deeper conversations on these topics. One of our breakout sessions will tackle this issue from the perspective of ‘Servicing and Maintaining Zero Emission Bus Ecosystems’. Key topics will include an analysis of ZEB maintenance, focusing on external versus internal maintenance, maintenance costs, spare parts availability, the real costs associated with OEM aftersales, safety considerations, and the management of multiple vehicle technologies and infrastructure. Another of our breakout sessions, entitled, ‘Charging Ahead: Exploring Opportunity and Fixed Charging Infrastructure for Electric Buses’, will outline insights into the latest developments in opportunity charging and fixed charging infrastructure, including charger siting, and future planning to optimise charging infrastructure and maximise existing facilities. A further breakout session will also address the topic of ‘Delivering Reliable Hydrogen Refuelling: A Handbook from Planning to Operation’.
4. Reflecting on financial barriers
The financial barriers to deployment ZEB fleets at scale must also be considered. In the breakout session ‘Financing the Transition To Zero Emission Buses’, we’ll delve into the financial implications and considerations in the transition to ZEB fleets, as well as exploring strategies and insights for creating a compelling business case to do so efficiently and sustainably. There will also be an opportunity to explore more specific topics within the realm of financial barriers, including one of our breakout sessions that will focus on the ‘Evolution of CAPEX and OPEX for Zero Emission Buses: Outlook and Strategies’. During the session, discussions will look beyond the Total Cost of Ownership and assess considerations for high-energy routes requiring additional ZEBs or infrastructure, the financial and operational risks related to decarbonisation and ways to manage them as well as reducing reliance on CAPEX.
